Today Microsoft has Officially Put to rest the Pro-Owned, DRM and always online Questions thanks to a new website , This is their FIRST Official Announcement regarding these questions we have all wished to be answered.
Why the **** anyone thinks this is a turnaround is beyond me since they announced fuck all before today officially. At the official reveal they said more information will follow from now up-to and beyond E3, press pushed and pushed for more information and all we got where hints from twitter, social feed and finally hints from Interviews.. nothing officially in pencil like today.
So on that note…. the publishers still control the rights to DRM

In basic terms the publishers 100% control how their game is used and distributed after first sale, Microsoft have worded it very well by pulling themselves away from the issue.
