Every forum admin has had the thought at 2am. Thousands of registered members, a server bill that keeps climbing, and the same forty names carrying every thread. So who’s actually paying for the party? And are the free accounts quietly eating the place alive?
It’s not a new question. Plenty of industries built on “free to join, pay to go further” have wrestled with it in public. Online casinos are the loudest example, and the detailed analysis by betting.co.uk, where Dave Kuzio’s team rates the UK’s top 50 casino sites, shows how their welcome offers, free spins and loyalty points are stacked against one another. Different product, same tension. Give away too little and nobody signs up. Give away too much and the paying minority ends up funding everyone else.
The Lurker Majority Isn’t the Villain
Right, the awkward numbers first. Jakob Nielsen wrote up participation inequality and the 90-9-1 rule way back in 2006. His claim? In most online communities 90% of people just lurk. Nine per cent chip in now and then. And 1% do pretty much everything.
Sounds like folklore. It isn’t, quite. A 2014 study in the Journal of Medical Internet Research looked at four digital health networks with 63,990 users and found the top 1% wrote a weighted average of 74.7% of all posts.
But here’s the twist. Those silent readers are your search traffic, your ad impressions, your future posters. Cut them off and the 1% loses its audience. That’s not an economy. That’s a group chat.
It’s an easy trap. Picture a gaming forum that locks every board behind registration to “push sign-ups”, watches search traffic slide, then sees the regulars wander off to Discord because nobody new turns up to argue with. Were the free readers freeloading? No. They were the oxygen.
Where Free Tiers Really Cost You
The damage rarely comes from people reading for free. It comes from rewards you hand out for nothing.
And honestly, today’s forum software makes it dead easy to get wrong. Take Invision Community. You can sell a subscription that drops the buyer into a new member group. You can run paid clubs. Its Achievements system dishes out points and badges and ranks. Great kit. But if a free member can farm the same badges and ranks as a subscriber by spamming one-line replies, you’ve just devalued the thing people pay for.
Gambling regulators have already had to deal with a version of this. The Gambling Commission announced in March 2025 that bonus wagering requirements would be capped at ten and that offers mixing products, like betting plus slots, would be banned. Both rules came into force on 19 January 2026. Their reasoning was simple: sky-high play-through terms on “free” bonus money can confuse people and push them to gamble for longer, and faster, than they’re used to. Swap “playing” for “grinding” and you’ve described a badly tuned forum points system.
Steal that idea. Freebies should be small and dead obvious, with terms you’d actually read on your phone on the bus. Don’t make anyone hop round half the site just to unlock one perk either. Need a pinned thread to explain a badge? Then it’s too clever, mate.
(Quick aside. If casino offers are your own thing, that’s 18+ only in Great Britain and the rules change from country to country, so check yours. Set limits. GamCare’s National Gambling Helpline is free if it stops being fun.)
| Date | What happened | Why a community owner should care |
| October 2006 | Nielsen publishes the 90-9-1 participation rule | Most members will never post, and that’s normal |
| 2014 | JMIR study: top 1% wrote 74.7% of posts across four networks | Your core contributors are a tiny, fragile group |
| 17 March 2025 | Online Safety Act illegal-content duties take effect | Free sign-ups still need moderating, paid or not |
| 26 March 2025 | Gambling Commission announces bonus and promo reforms | Regulators treat over-generous “free” rewards as a risk |
| 25 July 2025 | Online Safety Act child-safety duties take effect | More checks if children are likely to use the site |
| 19 January 2026 | 10x wagering cap and mixed-product promo ban in force | Simple, honest rewards beat clever ones |
The Hidden Bill Is Moderation
Here’s the cost nobody puts in the spreadsheet. Since 17 March 2025, UK platforms have had a legal duty to protect users from illegal content, and from 25 July 2025 a duty to protect children too, as the government’s Online Safety Act collection sets out. Ofcom reckons more than 100,000 services are likely to be in scope, from the biggest social platforms to the smallest community forum. Your hobby forum counts.
So every throwaway free account is someone you may have to risk-assess, moderate and, occasionally, ban. Someone who paid a subscription has a reason to think twice before getting themselves banned. An account made in thirty seconds? Not so much.
So, Are They Destroying It?
No. Not on their own.
Free members are the audience and the pipeline. What wrecks a community’s economy is pricing the free tier so generously that paying feels pointless, then dumping the moderation cost on a handful of unpaid volunteers. Keep the reading free. Make posting rights easy but earned. Save the shiny stuff, ranks, clubs, early access, for the people keeping the lights on. And look at your numbers before you blame the lurkers, because they’re probably the reason anyone posts at all.
